As much as Apple has tried and succeeded at making the iOS environment extremely easy and intuitive to navigate, for someone coming over for the first time from, say, the Windows environment, it can take a little getting used to. For instance, people who have their first taste of Apple in an iPad often fret over how to transfer music from computer to iPad and not a race anything. It's actually quite easy, once you get a hang of how Apple sees these things.
On non-iDevice phones, MP3 players and so on, you basically just connect whatever it is to the computer, and you see it open up like it's just another folder on the computer, they can do whatever you want with the music files in there. You certainly could use Windows media player or any other music player to sync your MP3 player so that only those songs get added that weren't there the last time you connected to the computer.
But this isn't the primary way of going about it on the iPad. On all of Apple's portable devices, syncing the device to iTunes is the default way to go. You certainly could use your iPad or iPod like a mass storage device and simply move files back and forth. That isn't the the way they would prefer you to dis it though with. You have to do with through Apple’s media player software, iTunes for the best experience.
