In England, if they catch you illegally downloading movies or music, they have some kind of three-strike law for it. Three strikes, and you will never get an Internet connection ever again for as long as you live in that country. And that's started off some kind of debate on whether it's unconstitutional to do that because arguably, access to the Internet might be a basic human right. In America, we tend to view driving in this way. Take senior driving, for example.

When a person's age or his state of health gets in the way of his being able to drive well, you would think that he would be able to listen to reason and perhaps, agree to give up the keys. But in America, a place where public transportation is almost absent and where things happen to be spread out, not being able to drive yourself around can be a major impediment to getting anything done.

The popular sitcom Everybody Loves Raymond even did an episode on how difficult it can be for younger family members to convince an elderly person how they really are not driving that well anymore. And then, Frank, the elderly person in the sitcom, goes and gets his license renewed with no problem. Everyone's angry that the DMV doesn't catch these things.
